Yes it would be nice to individually adjust any buildings budget although this would also be a very micromanaging and rather an annoyances. Those two things you are mentioning are not really a big issue to me. SC 4 is also missing the proper 3D rotation you have in Cities Skylines.

Specially struggling with the thousands of different buildings and props you could download. I wouldn't pick to play SC 4 any time in my near or far future.
